3rd Annual Wind Summit Turkey, 2012

September 27th- 28th, 2012, Istanbul, Turkey

Turkey is the sixth largest electricity market in Europe, and one of the fastest growing globally. Inclusion of renewable sources into overall energy matrix and government focus on development of the wind power industry will fuel the overall installed capacity growth in coming years.

Figures from the country's Energy Market Regulatory Authority (EMRA) showed installed wind capacity rose by 521MW to 1,805 MW last year. Wind energy analyses have also determined that the country has a considerable 48,000 megawatts of wind power potential.

The ministry is on a push to attract investors, project developers and manufacturers to Turkey. By 2023, the nation is aiming to get 30% of its energy from renewable sources. In addition to lowering its environmental impact, Turkey wants to reduce its dependence on other nations for energy.The market is expected to witness phenomenal growth in coming years.

While there were a number of outstanding speakers at the event, the Chairmen of the summit, Mr. Salahattin Baysal, Chairman of Resyad (Wind Power Plants Investors` Association) and Dr. Atilla Akalın, General Manager of Artı Energy particularly stood out; their long experience in the industry made them well-respected figures and the delegates listened intently to their comments and evaluation. Their extensive knowledge and experience shaped up the event from the very beginning until the end.

Following Chairman’s opening speech, the event continued with the keynote speech of Mr. Baysal evaluating the wind energy market and wrapping up risks and opportunities in Turkey. Ms Ebru Arıcı, General Manager of Arı-Es Energy provided the participants a brief summary of problems and solutions regarding administrative permits process of renewable energy. “Countrywide standardization of the procedures is a must which should not vary from city to city, currently permissions are given by the local authorities but approvals are issued by the ministry, these kinds of issues prolonging the process”

Following that Dr. Mustafa Gözen, Energy Expert of the Energy Market Regulatory Authority, (EPDK), presented a very comprehensive outlook about the present and future development of electricity regulations in Turkey. He not only highlighted the updates on the licensing process but also drew attention to possible setbacks.

The following keynote speeches made by Mr. Erol Demirer, Owner of Demirer Holding who submitted his expectations of the Wind Energy Market Development in Turkey as an investor. He provided the most recent updates regarding turbine developments and grid integration as well as fascinating numbers regarding energy and revenue generation, employment and CO2 emissions in wind markets globally.

On behalf of one of the most widely used and rapidly developing turbine manufacturing giant Vestas, Mr. Olcayto Yiğit, General Manager of Vestas Turkey, gave a presentation regarding the wind turbine evolution to support the growth of Turkish Wind energy market. He showed how models of Vestas Turbines are serving developers in various conditions and provided some essential information regarding the development of Turkey Wind Market.

Following the manufacturer’s point of view, Mr. Erinç Kısa, Business Development Manager of Polat Energy made a case study presentation of Turkey’s wind energy perspective from Investors’ point of view mentioning the current problems and solution suggestions of an investor.

After the lunch break Mr. İbrahim Erden, Business Development Manager of Enerjisa described the financial and geographic criteria of developers with various examples. He emphasized crucial factors analyzing the risks, bankability, project development and investment periods including the power plant’s operation period. He finalized his impressive speech with few recommendations to the new players entering the market.

Mr. Bilgihan Yaşacan, Business Development Manager of Siemens Wind Power, went further in details in upcoming technologies on the horizon. He shared various studies and project details with the delegates that are currently taking place to improve the amount of electricity gathered from renewable resources.

His presentation is followed by Mr. Adonai Herrera-Martinez, Principal Manager, Energy Efficiency and Climate Change, from EBRD who briefly summarized EBRD’s involvement in Turkey energy mix. He provided the availabilities of financing sustainable energy projects and criteria of direct lending mechanism of EBRD with various examples. ``EBRD has allocated One Billion Euro for Renewable Energy Development Projects in Turkey``

Mr. Dr. Uwe Sievers, Director of Fichtner Turkey provided the last keynote speech of the day before the discussion panel. He gave the engineering and consultancy company point of view in developing wind farms and challenges of project management.

The discussion panel of the day was led by Dr. Atilla Akalın, General Manager of Artı Energy and the panelist were Ms. Göknür Atalay, General Manager of Energy Danışmanlık & Proje, Mr. Metin Atamer, Chairman of Atamer Group, Mr. Prof. Dr. Eralp Özil, CEO of Zeta Information Technologies Ltd. and Mr. Ceyhan Saldanlı, Chairman of Bereket Energy. The discussion evaluated the objective set by the government to reach 20,000 Mw by the year 2023.Panelists analyzed the market from investor, developer, consultant and manufacturer point of view. With the active participation of the delegates, they pointed out the deficiencies and transparency in government regulations, bureaucratic difficulties in eliminating barriers, bankability of the projects and necessity of introducing better incentives to the developers. They also mentioned the negative impact of financial environment, the importance of revising the policies regarding the local manufacturing benefits and lack of coordination of the market players to create a more efficient mechanism to stimulate the growth “Electricity Market Law No 4628 ratified 90 times and it`s changing again”

The day finalized by the remarks of the Chairman, Mr. Baysal. He wrapped up the day and congratulated all the “Don Quichottes” of the Turkish Wind Energy Market for their efforts and contributions to develop the industry against all odds. He pointed out that the investors and developers should join forces with the associations to overcome the difficulties by efficient and effective communication with the government offices. Associations are the key players to provide guidance for the common goal of developing the market further.

Day 2 started with Dr. Atilla Akalın’s opening remarks as the Chairman of Day 2 of the summit. The following keynote speech made by Mr. Mustafa Ataseven, Chairman of Turkish Wind Energy Association, (TÜREB) who briefly reminded TUREB’s activities to empower the wind energy market then presented the Wind Power Road Map of Turkey with most updated information and development figures. He mentioned existing and potential challenges of the market and Tureb’s activities to assist players to overcome these difficulties.

Dr. Murat Onuk, Manager at ÅF Consult and Representative of Eurosolar Türkiye moderated the discussion panel of Learning from Turkey Experiences. Enhancing a win-win for developer, manufacturer and consultant, panelists highlighted the current problems in wind assessments and certification process. Mr. Erol Demirer, Owner of Demirer Holding evaluated the decision making process from the investor’s perspective by giving examples from Demirer’s energy investments. Ms. Burcu Coşkun, Wind & Site Engineer of Vestas Turkey, with her technical background, contributed the panel by defining wind turbine manufacturers role in adjusting technical decisions to the local requirements and environment by analyzing the data gathered from the field. Mr. Göksan Gül, Micrositing & Wind Measurement Specialist of DEWI laid out the guidelines to acquire quality information on the research phase and their negative side effects and problems caused by incomplete or inaccurate measurements. Last but not least Ms. Elvan Tuğsuz Güven, Board Member of Tektuğ Electricity Production Inc. shared her bitter experiences as developer and pointed out the importance of working with professional consultants. Reminding the about the very long time consuming process of gathering quality data, she warned the new players that the data is crucially important element in choosing the right turbine, getting financial credit and achieving maximum energy output from the establishments.

Following the tea break, last session of the summit continued with the innovative Power 3 Concept approach of Alstom Wind Power. Mr. Osman Mustafa, Business Development Manager of Alstom Power Turkey presented the advantages of using different size wind turbines in the same wind farm as a case study. Alstom’s presentation was focused on reduced cost of energy and investment with increased capacity factor.

Greenfield project Development, advantages and challenges presented in a very interesting and entertaining manner by Mr. Uğur Işık, Project Developer of Res Anatolia which was followed by the Current Project Financing environment for wind farms in Turkey Discussion panel.Mr. Levent Doruk, Project & Finance Consultant from Turseff moderated the panel. Panelists, Mr. Tunç Alyanak, Investment Officer of International Finance Corporation (IFC), Ms. Nurlan Erol, Senior Manager, Project Finance of TSKB, Ms. Gediz Kaya, Managing Partner of Gaia Carbon Finance and Mr. Erdem Selim, Vice President of N+1 Daruma Corporate Finance, presented current reliability of Turkey. They clearly pointed out the philosophy of project financing, financing institute’s reasons of rules and expected securities when deciding their involvements in energy projects. Within the panel Ms. Gediz Kaya managed to gather the attention of the investors by 3 slides by introducing a 30 Mw power plant’s carbon finance study. The questions and answers part was a result of her great experience in carbon financing and found interested ears in the audience.

The event successfully concluded by the closing remarks of the chairman, Mr. Dr. Atilla Akalın.
