China VLCC & LNGC Tech Congress 2012

With support from major Chinese ship owners, shipyards as well as top marine design and engineering institutes, Noppen hosted the 2nd Annual China VLCC & LNGC Tech Congress 2012 in Shanghai, on the19 -21 September 2012. Attended by over 140 prominent industry leaders, this congress illustrated China's latest industrial policies, advanced technology solutions for shipping and shipbuilding industry, and the most up-to-date reports on major shipbuilding projects in China.
Keynote Speakers of the Pre–Event FPSO Workshop including Mr. ZHAO Gengxian, Researcher Master of Ship Design, CSSC 708 Institute; Mr. CAO Kai, Deputy General Manager of Technical Institute, COSCO (Dalian) Shipyard; Mr. Dongzhiguo, Senior Machinery Engineer, Marine Engineering Design Centre, Rongsheng Heavy Industry Offshore Research Institute; Mr. TIAN Yuming, Project Manager, China Offshore Oil Engineering Co Ltd; Mr.Tanner AN, Sales Manager of Heavy Marine Transport, Dockwise; Mr. XIE Bin, Deputy Director of Key Laboratory of Deepwater Engineering, CNOOC Research Center. Major issues on offshore engineering including the challenges of FPSO conversion projects, development and research status of offshore support vessels, prospects of CNOOC’s FLNG projects were all discussed at the Pre-Event FPSO Workshop. China Offshore Oil Engineering Co Ltd was quoted saying “I’ve gained valuable information on FLNG development, from both technical and operational aspects.”
Opening speech of Day one Conference was given by Mr. SHEN Wensun, CAE Academician and Senior Engineer, Dalian Shipbuilding Industry Corporation, the 82 years old veteran has devoted most of his life time to ship design and has made tremendous contributions to China’s shipbuilding industry, Mr. SHEN presented on the status and prospects of VLCC shipbuilding in China, and stressed on the need to design and build green VLCCs as a major step to improve the core competitiveness of Chinese shipyards. Mr. CHEN Ruiquan, Deputy GM of CNOOC Energy Technology & Service- Oil Production Services Co Ltd (OPSC) and GM of CNOOC LNG Carrier Projects. He discussed the progress of CNOOC’s major small to medium sized LNG carrier and LNG-fueled vessel projects, which captivated the audience. When he was asked about the potential market size of small to middle sized LNG carriers, Mr. CHEN answered “I am uncertain on the future demand, but I am confident that the demand for small to middle sized LNG carriers and LNG - fuelled vessels in China will surpass Norway and Japan in the future.”
Mr. PER WISTOFT, CEO of Brightoil Shipping Singapore Pte Ltd and Executive Director of Brightoil Petroleum (Holdings), gave a presentation on VLCC: Dead or Alive, made it know that despite of the short term oversupply of VLCCs, the VLCC vessel still has a very promising future. The difference from today and eight years forward will require approximately 270 new VLCCs on oil consumption increases alone. For shipyards, ECO design and fuel efficient vessels are and will still be the most important factor influencing where the future contracting is bound to go to. An Industry leader introduced their most up-to-date technology information, Jens BøGELY, FPSO Business Unit Manager, Pres-Vac Engineering APS, gave a brief introduction on Pres Vac’s Cargo Venting Systems, and the key advantages for adopting Pres-Vac’s system in storing and handling clean and hazardous cargo.
In the afternoon session, Mr. Kiyotaka YOSHIDA, Managing Executive Officer, Technical Division, presented on MOL’s challenges in ongoing LNGC new building projects in China and MOL’s LNG related R&D status. Mr. XIE Ziming, Director of Marine Software Research Department, Shanghai Shipbuilding Technology Research Institute stressed on the importance of adopting modern digital shipbuilding technologies in design and engineering of high valued attached vessels.
The first day of the conference ended with a panel discussion monitored by Mr. Richard D. PRIDE, President and Chief Operating Officer (COO), ABS Greater China Division. The panelists were Mr. SONG Yuan, Deputy General Manager, Technical Management Division, China Shipping LNG Investment Co Ltd; Mr. Paul OLIVER, General Manager, China LNG Shipping (International) Co Ltd; Mr. LOU Danping, Chief Engineer, Hudong – Zhonghua Shipbuilding Group; Mr. Kiyotaka YOSHIDA, Managing Executive Officer, Technical Division, Mitsui O.S.K. Lines, Ltd; Mr. Koichi KAWANAKA, Manager of LNG Project Group, Technical Division, Mitsui O.S.K. Lines, Ltd; Mr. PER WISTOFT, CEO, Brightoil Shipping Singapore Pte Ltd. The ship owners, operators, and shipyards discussed the major issues of design and manufacturing of LNG carriers, the challenges in managing the human resources to support China’s expanding LNG shipping requirements, as well as the major advantages and competencies of Chinese yards in the LNG carrier shipbuilding sector. A Honeywell representative said, it was a “Good event for all stakeholders to share their experiences and questions for improvements to the industry.”
On the second day, Mr. LI Weijue, Senior Technical Manager, Ship Power, Wärtsilä China discussed VLCC Propulsion System Optimization; Mr. Philip ROZIER, Director, Lucion shared his insights on green ship recycling – How to develop best practices in delivering trusted hazard management for the marine environments. Capt. Himadri GHOSH, Marine, Safety & Quality Manager, V. Ships Asia Group Pte Ltd presented on the best practices of VLCC operation optimization from a practitioner’s perspective. Mr. WU Jiameng, Deputy Director of Merchant Ship Dept, CSSC 708 Institute introduced the latest IACS Draft Harmonized CSR regulation. The morning session featured an ideal platform for the leading industry players to discuss major issues of VLCC design, construction, and operation. CSSC Shipbuilding Technology Research Institute stated “Very good event, we gained a lot of useful information, it is a good platform for promoting international communication.”
That afternoon, the major issues with small to medium size LNG carriers were discussed, Mr. Tom CAMPBELL, Leading LNG Fuel Analyst, Zeus Development Corp, shared his insights on Marine LNG’s Potential for China, he noted that government support and other unique synergies are acting as major drivers for LNG becoming alternative marine fuel in china, he also analyzed on the high potential areas for LNG-Fuel in China. Mr. TIAN Zhengjun, Technical Director, AVIC Dingheng Shipbuilding Co Ltd presented on AVIC DINGHENG Small Scale LNG Shipbuilding. Mr. ZHOU Bing, Director of Marine Engineering Design Centre, Sinopacific Offshore & Engineering Co Ltd, a well known expert in designing cryogenic cargo handling systems, introduced on the R & D status of Type-C cargo tanks for small scale LNG carriers in Sinopacific Shipbuilding Group. China Offshore Oil Engineering Co Ltd was sited saying “Well organized event, good platform for communication between the major shipyards, ship owners, classification societies and suppliers.”
