7th Annual China Nuclear Power Congress
SHANGHAI, CHINA, 22-23 November, 2012

On October 24, 2012, the State Council Premier WEN Jiabao presided over an executive meeting of the State Council, where they discussed and approved the forthcoming years Nuclear Power Safety Plans and the mid-and long term Nuclear Power Development Plan. According to the prediction of WNA, it is likely that China’s installed capacity of nuclear power will reach and even exceed 67.3 GWE and 135.7 GWE in 2020 and 2030 respectively.

After success of the previous nuclear events and with support from Chinese nuclear power plant owners, as well as nuclear power plant design and engineering companies, Noppen hosted the 7th Annual China Nuclear Power Congress in Shanghai on the 22nd-23rd of November. This was a platform for the nuclear power industry in China, aimed to provide strategic opportunities for key industry professionals from China and abroad to network and explore cooperation and business opportunities. The congress illustrated China’s latest industrial policies, advanced technology solutions for the nuclear power industry, and the most up-to-date reports on major nuclear power projects in China.

A few major topics discussed during the two day congress were: The overview of China’s nuclear power development and the trend in the post- Fukushima era was also discussed and how China should adopt advanced and mature technology and the most advanced nuclear security standards, for full prevention and mitigation measures of severe accidents and further reduce the probability of a core melt and large release of radioactivity to the environment. There was an introduction of the International Atomic Energy Agency (IAEA) Fukushima Action Plan & Emergency Core Cooling System Diversity Challenges. The ways to address low frequency and high consequence events Loss of Vital AC Power; increasing diversity in core cooling would be more effective than increasing redundancy. Also, how vulnerabilities need to be eliminated, with advanced design and preparedness for dealing with a potential severe accidents. There was also discussions regarding the current status and planning of nuclear power plants in China, the construction of nuclear power plants in China, plants procedure, and the latest nuclear power reactor technology.

Projects that meet the Gen III security standards will be China's key choice for new nuclear power facilities. If China can overcome various difficulties they will be able to turn the risk into opportunity, strengthen and enhance the scale of the nuclear power industry.
